The Energy Innovation Toolkit receives many enquiries about batteries and the information in this article provides a basic overview of information that innovators should consider when planning a new energy project that includes a battery system. Updates 27 Jun 2023 Submissions close on Endeavour Energy trial waiver consultation - 27 June 2023 On 9 May 2023 the AER published a consultation notice seeking views on the Energy Innovation Toolkit's first trial waiver The Regulatory Sandboxing trial waiver function allows the Australian Energy Regulator (AER) to grant a time limited trial waiver for eligible trial projects, exempting an innovator from having to comply with specified rules for a period of time to allow a trial to proceed. The Victorian Regulatory Sandboxing trial waiver function allows Essential Services Commission (ESC) to issue trial waivers providing time limited relief from Victorian energy frameworks. Submissions on Endeavour Energy's trial waiver application closed on June 19 2023. In total we received six submissions, one of which was an accepted late submission. Updates 07 Jun 2023 Addendum to Endeavour Energy trial waiver application and extension of consultation period – 09 June 2023 The Australian Energy Regulator The Australian Energy Regulator (AER) regulates electricity networks and covered gas pipelines in all jurisdictions except Western Australia. The AER sets the amount of revenue that network businesses can recover from customers for using these networks. The AER also enforces the laws for the National Electricity Market (NEM) and spot gas markets in southern and eastern Australia, as well as monitoring and reporting on the conduct of market participants and the effectiveness of competition. (AER) has received additional information from Endeavour Energy further to questions posed as part of our consultation process. The Australian Energy Market Commission The Australian Energy Market Commission (AEMC) is an independent statutory body that works for Australia's future productivity and living standards by contributing to a decarbonising, affordable and reliable energy system for consumers. The AEMC makes and amends the National Electricity Rules (NER), the National Gas Rules (NGR), and the National Energy Retail Rules (NERR), and manages the rule change process. The AEMC does this in accordance with the national energy objectives, the central focus of which is the long-term interests of consumers. They also provide market development advice to governments. (AEMC) has finalised a rule change that will facilitate this transition by integrating energy storage and hybrid systems into the National Electricity Market The National Electricity Market (NEM) spans Australia’s eastern and south-eastern coasts and comprises of five interconnected states that also act as price regions: Queensland, New South Wales (including the Australian Capital Territory), South Australia, Victoria, and Tasmania. Western Australia and the Northern Territory are not connected to the NEM, primarily due to the distance between networks. The NEM’s transmission network carries power from electricity generators to large industrial energy users and local electricity distributors across the five regions. These assets are owned and operated by state governments, or private businesses. (NEM) and the first changes have just come into effect.
